Pre-Capital Submission

The Pre-Capital Submission Form is part of the Ministry of Health and Long-Term Care's Joint Review Framework for Early Capital Planning Stages. The Pre-Capital is the entry point into the Ministry's capital planning process, which moves through a total of five distinct stages.  It is created based on the Master Program of the services MAHC will provide in the year 2030 and beyond, and a Master Plan of the buildings and/or facilities those services will require.

In August 2015, MAHC submitted a Pre-Capital Submission to the North Simcoe Muskoka Local Health Integration Network (NSM LHIN). Since that time, we have been working collaboratively with staff at the LHIN to make revisions that incorporate their input and feedback  for review by the NSM LHIN Board of Directors.  The LHIN's role is to review and endorse Part A of the document, which is our future plan for programs and services in the next 5-, 10- and 20-year planning horizons.

Revisions to Part A of the Pre-Capital incorporate further analysis of the projected demand associated with two North Simcoe Muskoka regional programs and NSM LHIN direction to change our bed projections in Complex Continuing Care and Acute Integrated Stroke Rehab.  The reduction in the number of projected Complex Continuing Care beds reflects regional trends and projections of Complex Continuing Care utilization across North Simcoe Muskoka.  The removal of Acute Integrated Stroke Rehab beds reflects the fact that these beds are not currently officially approved to exist as the regional program is still under consideration.  If and when the Acute Integrated Stroke Rehab program is approved and beds are allocated to MAHC, bed projections will be further updated in MAHC's Clinical Services Plan.

Ministry Response

In January 2016, the Ministry of Health and Long-Term Care sent a response to MAHC's Pre-Capital Submission with a request for additional information and clarification around some of the utilization data and the proposed future changes or variances in patient volumes. Read more about the Ministry's response in our media release.

In February 2016, MAHC filed an official response to the Ministry.  Following Ministry of Health and Long-Term Care review, MAHC received a second letter in response. In March 2016, MAHC submitted a subsequent response to the Ministry.

In July 2016, the Ministry of Health and Long-Term Care sent a further response to MAHC's Pre-Capital Submission with a request for additional information.

In October 2016, MAHC filed an official response to the Ministry.  Following Ministry of Health and Long-Term Care review, MAHC received further correspondence from the Ministry in November 2016. 

In 2017, the Ministry granted approval to MAHC to move to Stage 1 Proposal planning.

What is a Pre-Capital Submission?

The Pre-Capital is essentially a 15-page template that poses a number of questions we answer to paint a picture of MAHC's role as a health care provider in the local health system, as well as the initiative being proposed (a future one-hospital model).  The "joint review" refers to the collaborative roles that both the local LHIN and the Ministry of Health and Long-Term Care share in reviewing the submission.
